Delaware is facing a crisis. Approximately 5,000 homes owned by low-income households are in substandard conditions. Furthermore, there are an estimated 25,000 homes owned by low-income household that need any repairs. These repair needs are having very real impacts on the health and quality of life of families throughout the state.
